Help w/ colorblind palette
Trying to make friendlies baby blue, what numbers should I use? Have enemies dark red (1.39,0,0). What colors should I use for territories?

It depends on what type of colorblind they have and how severe it is. You can check out a simulator here:

If you want to go for worst case scenario take a screenshot and convert it to gray-scale to see if you can tell the difference in areas. Light and darkness of areas are more important than actual color in this case.

I'm red-green colorblind. That said, this would be a good color for friendlies. I think yellow would be good for friendly territory and green for enemy. If someone could do this and post the RGB numbers I'd be grateful.

The range for each channel is from 0 to 1. (0,0,0) is black and (1,1,1) is white.
http://en.wikipedia.org/wiki/List_of_colors is a good way to find nice colors.
The first color on that list (Air Force Blue) is 36% red, 54% green and 66% blue. So the in-game RGB value for that would be (0.36, 0.54, 0.66).

I'm sorry, I misread your post and thought you were wanting to set colors for someone else.
You might try using a color picker like this http://www.colorpicker.com/ and once you find a color you like dividing the R/G/B by 255 and plugging those numbers into the game.

I'm sure there will be others that this will help so for friendly I use 0.8, 1, 0 and enemy is simply .75, 0, 0
This should solve any issues with unit identification for my fellow red-green colorblind players

That's an excellent idea, show little avatars changing color while you adjust it. Maybe in a future update.

Is it possible to change the zone colors?
I lost my first 2 games of hostage (and its difficult to play the other objective modes) because I couldn't see the green vs the yellow at the edges of the map and my hostages just stood there taking fire.

Not that I could find, I was looking through the folders for any cfgs to edit and didn't see anything to edit zones.

Stupid question: What do FC and EC refer to? I've never noticed what colors they change. (That said, you can probably guess that I'm partially colorblind, so I'd have a harder time of that than most.)

I think its Friendly and Enemy Civilians (not Cats).

This is an old topic but I still say we need the ability to edit zone colors
