This is an MS driver problem. It can be fixed temporarily by uninstalling your mouse drivers from device manager and installing the Intellimouse drivers from: http://www.microsoft.com/hardware/en-us/d/intellimouse and then plug in/out your mouse.
We're sorry for this problem but it's honestly MS' fault!
